Weird Fps Drops(i guess?) in League of Legends

I just recently upgraded my graphics card from an AMD Radeon HD 6770 to a Nvidia Geforce GTX 970 (obviously a better card)
The installation went well drivers were installed then updated without issue (currently using 347.09) I immediately fired up some farcry 3 and played for about 2 hours on ultra just because i could at 45> FPS
All seemed well until i decided to play my long-time favorite and irreplaceable game League of Legends. Before with my 6770 i ran the game in very high (wait for v-sync and anti aliasing on) capped at 60 fps with no issues what so ever.
But shortly after starting a game with zed i realized whenever i hit the Q key (not necessarily casting the spell just holding it down to check the range or whatever) the game skips.... pretty hard. im not sure if this is an fps issue or not but it skips and everything jumps like.5 seconds into the future (so to speak) this only goes away when i turn "v-sync off" in the in game video settings
The .5 second jump isnt completely game breaking but its infuriating seeing as how i paid a relatively large some of money for a card that seems to perform worse than the one i had before that was way cheaper and significantly older.
P.S. with the v-sync setting off the game looks like shit and hurts my eyes.
P.P.S I didnt include my processor because i didnt think it should matter ( as it is the same processor i ran with my older card that ran the game fine) but it is an AMD Phenom 2 X4 945
P.P.P.S I didnt notice any weird skipping in farcry 3 but its possible to was happening there too and the issue lies somewhere in the graphics card's settings alone and has nothing to do with league i suppose
Please any solutions or ideas would be greatly appreciated.
-i still have the game capped at 60 FPS and it even seems to be dropping to 57 every once in a while ( like it can barely hold 60 FPS even though the 6770 did it no problem on the same settings)
- i have already Downloaded newest Drivers (347.09) with the "Nvidia Geforce Experience" program thingy
 
My god, what have you done... paired up 970 with such an old CPU... you should be put on trial for high treason! And now you seem shocked that this isn't working how you expected.

Upgrading your drivers isn't enough, you need to completely purge them. Your driver has settings and profiles asociated with your old graphics card that have been left behind. You need to use a driver cleaner to mop up every last trace of your old graphics cards' drivers.

Did you examine the Powersupply requirements before you upgraded your videocard? Last time I looked, a 6770 doesn't use nearly as much power as a GTX 970. I could be wrong. Or your powersupply may be weak.
 


my power supply is rated for 700 watts
so that shouldnt be the issue but maybe it is weakening im not sure.
