Weird fps drops when using a browser

Hi, so recently I've re-installed my Windows 7 Ultimate 64bit, the same way I always do, but a weird problem occurred, every time I use my browser (Mozilla 54 64bit, addons used are just uBlock Origin and Popup Blocker Strict) it starts ok and it scrolls smoothly and every thing, but after a while it's like it drops 10-15fps and scrolling gets slower until I restart it and it's smooth again, this affects only the browser. I tried other Mozilla versions it's the same with Chrome too. Also some times the fps drops more and it affects my entire PC even after I close the browser the effect stays (the are no CPU GPU or RAM use spikes or processes that aren't suppose to run in Task), when I grab an icon on my desktop and move it around it's like my monitor is on 60hz not 120hz, and this get fixed strangely when I grab window and move it around, then instantly it gets buttery smooth again. I watch videos and play games with no problem whatsoever no fps drops no stuttering or anything. My PC is clean no malware, trojans or other viruses, no over heating or dust or anything, drivers are up to date as well. This only happens when I use a browser

GA-970a-ud3p
MSI Armor GTX 1070
AMD FX 8370 4.2ghz
16GB RAM
Seagate HDD 320GB (where i keep Windows)
Seagate Barracuda 2TB (for everything else)
 


Bro I think you have this problem of standby ram, that is, cached ram, try downloading rammap, clear your cached(standby ram) whenever the browser lags...Link:

if this dosent work pls try disabling the addons, scan your system for viruses and go to task manager and end some useless processes, the most common problem(process) is svchost.exe (secsvcs) , svchost.exe (netsvcs), you have to end them by going to resource monitor
Considering your high ram(16 gb) this problem of standby ram occurs a lot, even with me, with 4gb ram:

To clear standby ram, open rammap and:

No it didn't work after i got the slow down that affects my entire pc, I ran it and clean the Standby List but it didn't work the effect was still there until I grabbed and moved a window and it got smooth again, this thing is REALLY annoying, and I've got no idea what it is.🙁

might be a browser issue, better change your browser to something else
