Weird fps problem on game

ive been getting bad fps in smoke and when i see more that like 5 people at the same time drops from 100 to like 60 and mouse sens goes all sticky. ive tried chaging graphics card, updating drivers all sorts. still playing up. been told it may be my procesor? wondered if i could get some help thanks

also some more info im using a gforce 7300 BFG gt 512mb 1 gig ram if that helps

need to know the CPU that your using
and the game that your trying to play it on
60 fps is a good frame rate for nearly any game.
(i usually keep most of mine in the 40s or higher)

also make sure there is nothing running in the background. an IM client, torrent, ect. can eat up resources.
