Weird frame skipping in all my games

PLEASE read the whole question before answering.

So, whenever I game on my laptop, I get this weird frame skipping on all my games. It also gets worse when I lower my graphics settings which is the weirdest part. I really need help, since I can't enjoy my gaming experience with something as annoying as frame skipping. So, can you guys help me out?
Graphics card: GeForce GT 650m @900 mhz core clock and 2500 mhz memory clock with 1 GB of VRAM.
CPU: i7 3615QM
RAM: 8 GB
Drive: 500 GB SS
This CANNOT be due to insufficient hardware power due to the fact that the problem get worse the lower my graphics options are. Leaving it an illogical answer. Also, on one of my games (Fallout 3), I'm getting 60 FPS on ultra settings and 1920x1200 res and the frame skipping is present there too.

So a program like FRAPS would tell you 60FPS, but it looks choppy? Have you checked graphics drivers or high performance power mode? One time I had Windows Power Saver plan on and it severely cut my CPU clock in games (or didn't allow it to reach its full potential).

I checked, and yes, it's in high performance mode. I also made sure that my CPU was working at it's normal clock speeds. But it changes a lot. Can that be a problem? Especially when going from a high clock speed (like 3 GHz in turbo) to a lower one.

Frame drops or stutter will be more noticeable below 2GHz. My CPU was jumping between 1.6GHz and 2GHz when I had the issue. 2GHz wasn't terrible but 1.6 was. If your set to high performance with processor management set to 100% for min and max, the only things I can think of are heat causing CPU/GPU throttling or driver issues with GPU.

This might be a long shot, but what mouse are you using? Some games on my old laptop didn't like to have a polling rate above 333MHz. The laptop was an HP with i5 430m and GT 210m which could run Borderlands on full 30-40FPS, perfect 60FPS on medium, but with my mouse polling too high, it would stutter significantly, even though it said 60.

You know, I did notice that my CPU was going all the way down to 1.something GHz. I'll give that "100% min/max" thing a try! I'll be back when I do!

Haha, I'd say controllers are better in games like AC3, Prototype or Super Meat Boy, but I need my mouse for shooters. 😛

I agree with the shooters part. Problem is, I'm left handed, and mouse and keyboard is hard to get used to.

So I tried what you said and to no avail. BTW, this is a mac, and I thought it would be really important to note that this frame skipping is nonexistent on the OSX side of things.

So this is a Mac with Windows or something on it as well as OSX?
