Weird ghosting/black blur around edges

I have an LG 25um58-P and a GTX 960 and there is a weird black blur around edges in games when moving the camera. The previous monitor I used with this PC did the same thing, so I thought it was the monitor, but it clearly isn't. Since I was using the same HDMI cable with both monitors i changed it to a new one, but it does the same thing. (maybe a bit less) I also tried reinstalling the Nvidia driver, but it didn't seem to work. I can't try using a VGA cable, since my monitor only has 2 HDMI ports. I'm going to try to put a video of it here, but you might not be able to see anything, because I watched the video on my phone and didn' really see anything. What you should be seeing in the video is the text getiing blurry as I'm scrolling. For example if i scroll down, the bottom of the text is blurred, if i scroll up, the top of it is blurred. I hope someone can help, I'm pretty worried. Thanks!
 
For whoever is reading this and has the same issue, I found the solution. My monitor had a setting called response time, and it was set to high for me. I am not exactly sure why this caused the problem, but when I turned it to off the problem stopped. If you have this set to high, try lowering it as much as possible, and see if it works.
