Weird "ghosting" issue in games

Ive had a issue for a very long time, and Im now deciding to see if anyone can help me on it. I recorded it so its best just to watch to clip to understand what I mean but it seems to be a "ghosting" like thing in games where it feels like the pixels are lagging behind my character. But it cant possibly be ghosting because you can see it in the video and also I have tried messing with the response time of my montior. I recently got a new monitor and the problem persisted and I also got a new graphics card.

My specs are
MSI B550 A-Pro
Ryzen 7 3700x
RTX 3070
16GB 3600mhz
LG 27GL83A-B

First video is really low quality except at the very end, thanks YouTube...

Second video, I think I see it when are waving the gun around. Very noticeable above the sight.

I would take a look at the 3D settings in the Nvidia control panel, might be something weird turned on in there.

I specifically recall when I installed Battlefield 4 for the first time, needed to update my graphics driver. Unbeknownst to me it turned 3D mode on (as in for 3D glasses) and there was a weird red/blue shift in game. Took me a while to notice since the game menu did this weird digital static thing which made the whole effect seem like part of the game. If you have GeForce Experience installed, check there as well.

This happened to me in rdr2 also, still havent been able to find the cause of it
 
I just Created an account to say that i have the exact same issue, I have tried so much but it seems like no one can help

I have reinstalled windows, bought a new psu, gpu, motherboard and ssd, and monitor

I have tried to fix it with settings with no luck, I also had this issue in Red dead

I know the quality is low but you can see the isssue with if you look at the head.

Ah, so for those wondering. This ghosting is very likely the result of DLSS upscaling. Basically upscaling a lower resolution render to the current desired resolution. So it is guessing what the pixels should look like and it misses during fast motion and fine details.

If you run the game natively with slightly less graphical settings details, this should go away.

Should only apply to RTX20 and RTX30 series cards.
