Question weird gpu rpm ramping up and down

First of all, kindly provide full PC specs.

"Complete" system specs should ALWAYS be accompanied with any driver, hardware, or performance question. Do not post DXDiag reports as they contain a TON of useless information. Posting a DxDiag in place of a System Spec List tends to ward off potential members from helping you.

Please supply the following system details/information, as much as possible. No need to be too specific:

(Complete System Specs)
-CPU make and model# (clock speed/voltage, type of cooler, and "Core" temperature @ idle and load)
-Motherboard make & model# (include Bios version if graphics card is not recognized or you are having stability issues)
-RAM (amount, clock speed, model#/link of kit, configuration)
-Graphics card(s) make and model# (clock speed, voltage if modified, Driver version and GPU temp both @ idle and load)
-Power supply make,model#, "AND" age (note if using 110V or 220V A/C input)
-HDD/SSD configuration (ie: Raid setup/ back up/ OS drive/etc..)
-Case/Chasis make,model# (fan make, model#, and configuration if having thermal issues)
-Operating System (If using Windows note Framework and service pack version)
-Monitor make, model#, and resolution (If model# is unknown list resolution and refresh rate)

*If the unit is a "laptop" or "All-in-one" system you must note the make and model# of the unit. Be sure you are ALWAYS using the OEM/manufacturer's Driver updates for the unit.

*If "Crashing":
-Note the nature of the "crash" in detail, as there are several definitions for the word "crash".

*If "performance" related issue:
-Note the "exact" point in which the performance reduction occurred (ie: After Windows update, After Bios update, After Driver update, After thermal system shutdown, After Hardware change/upgrade etc...)

*For diagnostic purposes please disable the following:
-Any/all Antivirus/ Anti-malware software
-Any/all OSD monitoring software

CPU: Ryzen 5 3600, 6 core 12 threads

MOBO: B450 tomahawk max

RAM: corsair vengeance lpx, 2 eight gb sticks, 3200 MHz

GPU: RX 5600 XT Sapphire Pulse, latest drivers,
I don't know the precise temps but they are pretty normal, I'll check later if needed

PSU: Corsair rm650, 650w, about 2 years in age (bought new)

STORAGE: kingston a400 ssd (where I have windows installed) and a 1tb seagate barracuda hdd

CASE: fractal design focus g, 2 front intake fans and two fans on the roof of the case for outtake

OS: Windows 11, but the problem was there with Windows 10 too

MONITOR: aoc 24g2u 144hz 1920x1080p

If it helps the problem was there also when I just built the pc, however I didn't rma it because it wasn't much of a problem for me at the time, but now I want to sell the gpu so I have to fix the problem somehow

Okay, I don't see any issue with your system, at least based on the specs, but when does the GPU fan ramps erratically ? When do you observe this behavior, during idle desktop/web browsing mode, or while playing Games on this PC ?

Is this a brand new PC, including the Sapphire GPU model, or the GPU is old ? Has it worked before ? Your current card requires a single 8-PIN PCI/PEG cable connector, so just make sure the power cable is properly snugged into the GPU as well, just in case.

You can also control the GPU fan speed by using MSI Afterburner, or any other GPU app/software and make custom profile, and check whether the sensors are working properly, and the fan's RPM can also be easily controlled.

The pc is two years old, every component bought brand new (including the gpu).
The gpu fans begin to act up when I start playing games, otherwise it doesn't seem to do anything out of the norm. Lastly, from what I know, it was always been like this. (regarding the cable, I'm pretty sure it's correctly connected but I'll check it later, hopefully that's the problem)

Oh and also I can change the rpm with msi afterburner, not only this but using a custom fan curve seems to limit the problem (I'm not sure if it fixed it completely). The problem is I don't think I could tell someone buying the gpu that he has to use it otherwise it doesn't work properly
