Question Weird graphic glitches on 3070ti

CPU: Intel Core i7 10700F
GPU: MSI Gaming Trio RTX 3070ti
RAM: Corsair Vengeance LPX DDR4 16GB @ 3200Mhz
Motherboard: B460M PRO-VDH WIFI
PSU: Cooler Master Masterwatt 750 Bronze
SSD: WD Black SN850 NVMe 1TB

Hi,
a few months ago I bought an MSI 3070 Ti.

Every now and then I started noticing minor graphical errors in games. So I went and let the card run through a few different stress tests.
It worked perfectly, there were no artifacting, crashes or other problems. FPS in games are fine as well. So I chalked it up to being a software issue .

What the hell even is that? I've never experienced anything like this in 20 years of PC gaming.
Is that a hardware or software problem? Why is it only in this one specific spot, but consistently?

A faulty video card will typically produce visual artifacts all the time, in every game and in the desktop, i would rule out the drivers first.
