Question Weird Graphics show up randomly.

I've got an issue where i get these weird graphics showing up on my screen whenever i try to play a game, run a benchmark, or even just browse in google chrome.
I've got a brand new system with new version of windows. All drivers and windows updates are up to date.
I can't figure out if it's a hardware issue or software issue. I've tried a ton of crap to fix it but no luck. Please if anyone has some suggestions it would be great.

RTX 2070 Super
MSI B450 A pro max
AMD Ryzen 7 3700X
Gigabyte G750H 750W 80 plus gold
Kingston HyperX Fury RBG 2x8GB DDR4 3200Mhz
Noctua NH-U14S Heatsink

I've already tried uninstalling graphics card drivers and re-installing.
I've gone into device manager and checked for updates on literally every driver there.
Not sure what else i can do.

What do you mean by "cleaning ram"
Unfortunately i don't have anymore DDR4 ram i can test with.

I've just uninstalled and re-installed my graphics driver. Now i can't right click on my desktop, and can't click on my windows button.
Can't open device manager either. Audio from all sources doesn't work either.
I ran a windows memory diagnostic and it came back ok.

"UPDATE"

Well, the problem is my BRAND NEW (4 days) RTX 2070 Super is actually a paper weight and nothing more. Going to return it tomorrow.

Put my old GTX 960 and all my problems are gone entirely.
