Weird GTX 760 on Ebay

I was looking for cheaper gpu solutions for a friends build. I found a 760 on Ebay made by Vamery. Some of them ship direct from Hong Kong, most come from Jersey. They claim to have a 128 bit bus. I have only ever saw 256 bit bus on 760s. It also says it has a pcie 1 1x16. It does have 6 pin power. Will this card perform like other 760s? Is it possible for it to be a 760 and have a smaller bus? Will it's performance be negatively effected by the gen 1 pcie?
