Question Weird increase in brightness every time I move my camera in games

Hi, and im sorry if this is the wrong place to ask this but im just tired man. This problem has been plaguing me ever since i got this new monitor (c32r50x Samsung).
When I turn my players view nearby textures or walls get randomly brighter for some reason, and near the railing in the clip it leaves a afterimage almost. It happens consistently in every game I play. So, I'm convinced it's either a monitor issue, a program on my computer, or my graphics card taking a dump. has been plaguing me ever since i got this new monitor (c32r50x Samsung).
A lot of monitors will adjust brightness depending on what is shown on screen, there will have a setting in the menu to switch that off.
Could be called dynamic brightness.
Ghosting (afterimage) is determined by how fast it can switch from one color to another, so increasing the Hertz (Hz) the monitor runs at ,along with the FPS of the game, might help with that.
