Weird issue with MSI X99A SLI Plus (and maybe power supply?)

Hi folks!

The short of it is that my computer is currently not turning on; it's worked without issue since I built it in early 2016.

The weirdest part is that the OC Genie button on my motherboard will light up when you press it, as if it was on, but the power and reset buttons don't do anything, even when held in for over 20 seconds.

There's also a small blue LED that flashes once for a split second when I switch the power supply on, and a second or two after I switch it off, just below something marked PCI_E5 (nothing is plugged into the slot corresponding with the light; PCI_E1 has my graphics card in it though). I can't find any mention of what any of the LEDs represent in the manual for my motherboard either.

I thought maybe it was an issue with my power supply (EVGA SuperNOVA G2 Gold 850W) but I'm getting power to my USB ports when I switch the power supply on as the lights on an Xbox 360 controller turn on when plugged in. Strangely, me and my partner's dad tried testing the power supply with a multimeter that definitely works and got no jump on the needle at all.

I've tried to make sure there's no loose cables, that my graphics card, my RAM, etc are all plugged in and I'm just stumped; I'd really appreciate any advice on how I can continue troubleshooting.
 
OC Genie button automatically uses software to overclock the system. A failed overclock can be cleared by resetting the CMOS to default settings.

The motherboard has a Clear CMOS jumper. Better quality motherboards, including the MSI X99A SLI Plus, have a Clear CMOS button. It makes it much easier to clear the CMOS. The location on that motherboard is on the Back I/O Panel. Disconnecting the power from the wall outlet is required using either method to clear the CMOS.
 

Thanks for the advice! I'm able to switch it on now, but it appears to be stuck in a loop; it just keeps powering on for a few seconds, turning off then doing it again ad infinitum.

I'm not getting any visual through HDMI either, frustratingly.
