Question Weird issues after CPU swap

I just swapped out my Ryzen 7 3700x with a Ryzen 7 5800x3d and put in two more RAM sticks to go from 32gb to 64gb. The new ram was the exact same as the two I already had. After the install Windows 11 booted successfully but I have had some weird issues I wouldn't normally associate with CPU's...

None of my browsers will open. I have Chrome and Edge and when I click on them I get a spinning blue circle for a second or two and then nothing happens. But they will open in Safe Mode and in normal mode if I change the exe filename (chrome1.exe, for example). But a program like Discord will not open any links in the browser (Chrome is my default browser). I uninstalled Chrome and reinstalled it but it didn't change anything.

Also, I have an AverMedia Live Gamer DUO with an Xbox Series X going in and an out going to my monitor so I can split the monitor with Xbox on one side and desktop on the other. The monitor no longer sees the Xbox. I tried uninstalling the DUO in Device manager but it didn't change anything. My pc sees the xbox just like before, just the out to my monitor is affected.

As I said, I wouldn't expect swapping a CPU and RAM would cause these issues, so I could use some help if anyone has had any experience like this.
