Weird issues with running Skyrim on 4k TV

I have the Seiki SE39UY04 TV that I'm using as a monitor. I don't really mind that it only runs at 30Hz at full resolution, even after almost 3 months of using it, and Skyrim looks awesome at 4k resolution, especially with the "Skyrim HD" mod. However, I've run into some issues:
1. There's some text that says "LEVEL UP" near the lower right. I've seen that in YouTube videos of Skyrim at 4k, so I know I'm not the only one getting that. I'm willing to put up with it, but if anybody knows a way to get rid of it (short of reducing resolution), that would be nice. I've emailed Bethesda tech support about this, but they said "Unfortunately, the game does not support resolutions higher than 1920X1080 @ 60Hz." I'm tempted to question why higher resolutions show up in the configuration if that's true (I had it running at 2560x1440 with no problems before I got the 4k TV)
2. With vsync on, the loading screens were taking 30-40 seconds when running at full-resolution. I think this had to do with the 30 hz refresh. I could get the same effect at 1920x1080 by setting vsync to "adaptive (half refresh)", and I fixed it by disabling vsync in the nVidia control panel, but that introduced the next issue.
3. With vsync off, sometimes it would briefly act like I was swimming even though I was thoroughly on solid ground. This caused problems if I was sneaking and/or had a drawn bow (because unlike the previous 2 Elder Scrolls games, Skyrim doesn't allow fighting while swimming 🙁 ). This seemed to happen super-often in and near Lost Valley Redoubt.
4. I tried adding "iFPSClamp=60" to Skyrim.ini, which stopped issue #3, but when I tried to pick up an item or loot a corpse it would act like I had held down the activation key instead (the item/corpse would move when I moved the mouse)

I'll play at 1920x1080 60Hz vsync on for now to avoid these issues, but I'm not really happy with it as a long term solution. Can anybody help me to get it running well at 3840x2160? I can't justify buying a 3840x2160 60hz monitor at this time, because 1. It hasn't been that long since I bought the 4k TV, 2. one of those would cost more than my current high-end enthusiast system including the screen.

Also, this TV is supposed to support 1920x1080 120Hz (takes the same bandwidth as 3840x2160 30hz) over HDMI with a firmware update, though I'm not sure the firmware update has actually been released yet. I'm curious if anyone can confirm that 120hz doesn't run into issue #3.
 
In case others have encountered this, I finally solved the problems with this.

I got 1920x1080 120Hz to work, but it caused some problems for Skyrim (though not quite the same as #3). I tried the "FPS Limiter" mod, but that caused severe artifacts like some objects missing (e.g. the guardian stones until I saved, exited, and reloaded; some of the wooden porches in Riverwood), some objects rendered with very low LOD mipmaps even when I was right on top of them, and even if I had Skyrim HD installed (e.g. the wooden deck that Alvor's forge is on), and some of the early plot events had trouble starting or went by faster than they should.

What finally solved the loading screen issue without introducing new issues (at least, none that I've been able to detect so far) was setting the "FPSLimit" option in enblocal.ini to 60 (after downloading ENB for Skyrim from this site: http://enbdev.com/index_en.html), with v-sync off for the game in the nVidia control panel.

I finally determined that the "LEVEL UP" text was part of the HUD (since it disappeared if I set the HUD opacity to zero), so I got rid of it by installing a HUD mod (I used "Less Intrusive HUD II by Crashnburn": http://www.nexusmods.com/skyrim/mods/35154/? - other HUD mods might also work to get rid of that, but "Immersive HUD - iHUD by Gopher" did not)

Can you please elaborate on how you resolved this problem? I'm new to PC gaming, having built my rig just recently ( http://www.tomshardware.co.uk/answers/id-2821930/gaming-build.html ).

I've not installed any mods, and didn't even plan to game at resolutions higher than 1080p, but Nvidia Geforce Experience kindly bumped it up to 3840x2160 - and it looks AMAZING! But that "Level Up" text is there.

Can you give me the steps on how you got rid of it, please?

In case you hadn't noticed, I haven't really been active on the TH forum lately, but since you asked a question in a thread that I started, I'll try to help you.
I presume you're using the "Dynamic Super Resolution", since that post says you have a 1080p native monitor. I tried it, and I'm not so sure it's really significantly better than 1920x1080 with 8x AA.
As far as getting rid of the "Level Up" text, didn't I already cover that in my prior post?

Since this still pops up frequently on google when you lookup 4k skyrim, this is a issue with DSR and is also present with AMDs implementation of this feature. Ever since I got it running on a actual 4K display with native 4K resolution there are no problems at all, in fact the UI scales better than in most games.
 


That's good to know. So, those who actually have a proper 4k rig can enjoy the game on an entirely different quality/level...especially with all the mods. Man, I can't imagine what that looks like. Even 1440p GSync monitors are so expensive, 4k is a far cary atm haha
