Weird lag in games?

Ram: 16Gb PNY 1333Mhz
HDD: WD Blue 1TB///642Gb Free

For some reason... Far Cry 4, Assassins Creed Unity, The Crew, H1Z1, Call of Duty Ghosts, Advanced Warfare have all been running at about 30FPS sometimes peaking to 60 buut going back down, no matter what setting I put it on I stay around the same FPS, I have tried tweaking the settings and turning vSync off/on and just plain setting everything to low/windowed, and everything seems to stay at ~30 no matter what.

I used to have a AMD FX 6300 3.5Ghz and got better FPS than my current CPU

If it's basically stuck at 30 and then out of nowhere seems to jump up to 60 and then goes back down to what feels like a locked 30 fps, then it's almost certainly a V-Sync issue. Perhaps you have to make sure V-Sync is off in the Nvidia Control Panel, not just your individual games. I doubt Nvidia GeForce Experience has anything to do with it, because it's never affected me, but I could be wrong.

After getting to the Nvidia Control Panel (right click on desktop and select it) go to "Manage 3D Settings" > "Global Settings" Tab > Scroll down to "Vertical Sync" > Make sure it says "Use the 3D Application Setting" and if it doesn't, switch it to that, or alternatively play around with the "Adaptive V-Sync" options which are good for games that only offer double-buffered V-Sync. Anyway, if it's already set to "Use the 3D Application Setting" then go to the "Program Settings tab" > find the game(s) in question and individually make sure the V-Sync option is still "Use the 3D Application Setting" for each of them.

You didn't mention the resolution you play at.

I set that to "Use the 3D Application Setting" and the issue still seems quite persistant with running at 30. could GeForce Experience actually be an issue?

I also forgot to mention that V-Sync in the game itself should also be off, as setting it to "Use the 3D Application Setting" well... uses the game's V-Sync setting lol. Also, if you're running at 1920x1080 and are sure dynamic super resolution is off then trying to turn off GeForce Experience couldn't hurt, and it'd be interesting if it worked.

If none of those do it, well then it's time to look at temps. I noticed you said you had an FX-6300 that gave better fps. If your GPU didn't change then your current cpu might be getting too hot. I use MSI Afterburner to check my GPU temps and I think it monitors CPU temps now too, but if it doesn't I use Hardware Monitor for that. Check to make sure both are normal. If your CPU temp keeps getting high or you notice the clock speed throttling then that's a problem.

CPU Temp: 45-50C // 113-122F

CPU Usage: 70-80% Sometimes peaking to 90%

GPU Temp: 55-60C // 131-140F

GPU Usage: ~75%

With GeForce experience closed running unity on Ultra High Settings.

CPU Upgraded from FX 6300 to 8370
GPU Upgraded from GTX 660 to GTX 970

Could my motherboard be the problem perhaps..?

Edit: To add some extra information that might help, I have the Corsair CX750M 80+ Bronze Power Supply Unit

Well now that's strange to say the least. Your hardware looks just fine. If those are your temps and usage in game then there shouldn't be much of, if any issue, so I have to assume this is all limited to software. I noticed you said you had "set that to 'Use the 3D Application Setting'" implying that it hadn't been set to that before? If so, have you ever played around in the Nvidia Control Panel before? You might have ticked something you shouldn't, e.g. 4x SMAA or something. However, you'd likely be seeing 99% usage at the full clock speed (~1250 MHz?) on your GTX 970. Still, couldn't hurt to try hitting the default settings button on your Nvidia Control Panel for global and program settings.

After that (probably) fails in solving the issue, I have to ask what your drivers are like and if you've updated them? An update is recommended. Also check for any weird background applications that might be running and draining your CPU usage or something. Streaming, for example, can take a toll on performance incredibly, and so can an anti-virus system scan.
