Question Weird lines on display and weird sound playing. GPU FAIL?

That is google chrome on the picture, the black and white lines flicker sometimes. It also happened on the zoom application. This is weird because some random noise is played for a few seconds then it stops.
My GPU temp is at 40C; also I'm concerned because this three month old graphics card is a refurbished RTX 2080 super from EVGA.

Could it be that this is caused by a faulty graphics card? If so, should I send it for replacement while it is under warranty?

try turn off hardware acceleration.
malware scan the system?
make and model of the psu?

Do you think it's possible that it could be a hardware issue? As long as it is not, then I am completely okay with this.
