Is it normal?
It isn't an outside scratch. It is only visible in dark colors.

That looks somewhat like a string of dead pixels. Perhaps zoom out and try with colors as well...? You should also contact your seller and the maker of the monitor in case you need to initiate an RMA. Does the monitor exhibit the same issue when on another(donor) system?

Looks like bad pixels to me too. You can try open big files of solid color solid green or red and yellow and see if they remain the same in all colors. Windows has solid color backgrounds too.
