Something is not right here, at all.
LoL is CPU intensive more than anything else, but there is a limit on what it *needs*. You're seeing 26% utilization on a 9700K, an 8c/8t part, so only ~2 cores are being fully utilized.
A FPS cap isn't going to help anything, it'll limit GPU usage before it'll increase it!
Under what circumstances did you take that screenshot? Were you in-game? Idle? etc...
Please post your full system spec.
What resolution are you playing at?
I will do my best to explain as much as i can. and im running LOL of an SSD. and i did some digging, it turns out when im running a custom game im running around 30-35% usage, but as soon as i go into an official match i drop down to the 10-20% ish and dropping about 100-150 frames.
I also changed my GPU to run in gaming mode, this did up the usage with about 10% (Due the 20% usage here)
Im running 1920x1080 resolution.
