Question Weird mouse/display tantrum after fresh Windows install ?

After a fresh Windows 11 installation on a brand new desktop PC, I'm having to constantly ( and I do mean constantly) frantically move the mouse or the display switches off, with the "device plugged in" sound incessantly repeating in the background even after unplugging everything. Every once in a while this stops for a couple of minutes and I managed to update Windows, all my drivers, and turn off all Sleep options but still this persists, even with other mice and displays (I've tried both VGA & HDMI). This only starts happening after I log in to Windows, going into the BIOS or booting Linux from a USB or even Windows on Safe Mode works perfectly fine. This is driving me absolutely insane and Google has no answers for this so I'm asking here.

Just tried an older version of Windows 10, worked fine until I got to the October 2020 update and the problem started happening again. This narrows the potential cause down but still have no idea where to start looking after eliminating all the usual causes. Should mention that this does not happen on my laptop with the most recent Windows 10 update using the same mice and displays. Of all the potential problems a new PC build could have this is by far the least expected, not to mention the most obnoxious. Completely bizarre.
