Weird network problem

I have my home PC connected via ethernet cable to my Verizon FIOS router. The connection is slow and is verified by speed test that show it only at 5Mbps. I am paying for 50Mbps. I thought maybe I had a bad NIC card so I installed another one into the computer and it works great for about a day and then gets slow. Both NIC cards are installed and I can switch between them and the connection speeds up for another day and then gets slow. If I try another port on the FIOS router that does not help at all. I hooked up a laptop to the FIOS router via and ethernet cable and it has been working at 50Mbps now for a week.

I even re-installed Windows on my PC and the problem came back.

Any idea on what is going on?

If this problem continues with multiple devices, I would say it is either a hardware issue or ISP issue. I would call them up for a service call.

EDIT: I misread a little; you didn't say anything about trying with other devices.
I would try to hardwire other devices (computers or laptops) or get on the wi-fi with mobile devices and do speed-tests to check if these issues are also present on these devices.

As I stated on the last line I did hook up another computer to the FIOS router and it is not having the problem so it is not the FIOS but is a hardware issue.
