Weird noise after installing new processor

I just installed and FX 8370 and now there is a high pitched almost robotic like hum cosntantly coming from the CPU area. I don't really know what I could have done wrong... I pulled the cooler out of the box to put thermal compound on it but I didn't realise it already had thermal compound pre applied and I accidently stuck my thumb in it and left a thumb print in one of the corners (it was applied in a perfect square) could that be it?

I did try to take the cooler off again because I thought I could have put it on upside down but I couldn't get it off. the little arm is supposed to be at the top is that right? Or does it not matter?

I guess it could be the fan but the noise almost disappears under full load (all though that could be because it sounds like a Boeing 747 and it's covering it up)

It kind of sounds like a straight hum for a few seconds... And then fluctuates rapidly, then repeats... I don't know how else to explain it. But it's audible even over all the fans. None are silent fans.

Solution
I had one last idea.... turn your computer on and put your finger on the middle of the cpu fan to stop it for a second. see what happens
check in steps

see if your motherboard supports the fx 8370 chipset
see if you have placed your chipset in the exact slot in the motherboard the chipset always just fits in u dnt need to apply external force it fits in a bracket
see that the cooler is installed properly ull get videos on youtube on how to install an amd heatsink/cooler

if the heatsink is stock its not a problem if not see if its compatible with your motherboard
dont worry abut the thermal paste it has nothing to do with that noise

in your case it seems like the heatsink/chipset is not installed properly but check all the steps above

If there is any thermal compound on the outside of the fan ( on the turbine end ) it is possible that it just keeps hitting it. Another thing is, are you sure its the CPU and not your hard drive ( assuming you are using one and not an ssd ). You said something about the retention are being up? The retention arm should be against the board and NOT facing towards you sticking up. That may be your problem if so.

I am certain. The sound is coming from above my GPU where my CPU and 2 exhaust fans are. I have unplugged them all and the noise remains. It's almost a kind of electrical noise... A mix of ticking/buzzing/humming/scratching.

I can't get the heatsink off. I undone the retention clip and all I can do is slide it about, I can't get it back off. I was going to see if mounting it the other way would fix it. I honestly feel like I'm going to break my mobo if I pull any harder. Is there something I'm missing? Oh and the retention clips are down, I think I meant it's on the top of the CPU close to the top of the case, as opposed to on the bottom.

It's definitely not the drives, they are fine. Does the FX 8370 require a high power PSU? I have Corsair c600m.

I really don't think it's the fan because it doesn't sound like fan noise. It sounds like that annoying whine a PSU makes, but my PSU is fine. I can't figure it out. I've checked over the fan and there is nothing on there besides the cables that connect to the header and they are not touching it.

Also noticed when playing Farcry 3 I'm getting quite a lot of stutter... But one problem before the next. :/

Most likely wont be your BIOS, have you checked the CPU power requirements? If you havent its possible that its not getting enough power... Oh and to deal with the thermal paste, just wiggle it side to side a bit until it becomes detached enough to come off

So hard, I move it right and it almost hits my RAM, up and it hits my fan, left it hits my other fan... Annoying.

It's a 125w CPU, and my motherboard supports up to that. I don't know if PSU wattage is independent for a CPU. I can't find anything about it. Just that it's 125w. All though in CPU-Z it shoes as 125.2w.

In a way, the sound is compatible to plugging in a hard drive via a USB cable that doesn't provide enough power to function it fully. (If you've ever done that.)

It's on my profile, but its

AMD FX 8370 with stock cooler and heatsink
XFX R9 270 DD
WD Green 3tb
WD Blue 1tb
Generic CD drive
2 X 4 GB HyperX (White)
Corsair cx600m semi modular PSU
GA-780T-USB3 Rev 5.0
CM Jetflo 120
CM Sickeflow 120
CM stock case intake fan 120mm
Couple of cathode lights.

Cooler master case, not that it's relevant.

I'll get a picture and see if I can video the sound also.

Video. Really not sure whether it picked it up, because when I play the video back I have that noise going on in the background anyway so I can't differ between them.

Okay, so I went into my bios to check what power saving states I had enabled. I disabled C1E as this is a big cause for this problem, apparently. Did nothing. and even after re-enabling, I just spent the better part of the last hour getting instant blue screens when trying to load Windows, followed by an automatic "startup repair" that just took me to a black screen every time. Even my recovery disk wouldn't boot. Something to do with the processor?? I don't know but eventually I managed to boot into safe mode, then restart and now it's working again (but still with the buzz) I've also heard that lowering the vCore fixes it, it's set to the lowest it can be, 1.425 I think it was. (The setting was "Normal" but the vCore reads 1.425)

I've tried it running without GPU, without HDD's, without pretty much everything, and the annoying noise is still there, no more no less. Don't know what to do next.

I literally did not touch the reverse of the cpu. I picked it up by the sides, dropped it in and shut the clamp. I will check briefly when I re-sit my heatsink. Even though we haven't found a conclusion or solution, thanks for the help so far, by the way.

Just checked the cpu. It looks pristine. A few of the pins are kind of discolored in a certain light, but I looked at my old CPU (FX 4300) and it looks exactly the same, and that chip clocked up to 4.3 on stock voltage so there was nothing wrong with it.

Managed to resit my heatsink and check the CPU though, not really made a difference. It might be a bit quieter? But that might also be because my side panel is back on... So no solution yet. I've heard of motherboards making this noise, but if it didn't buzz with my old CPU then I can't explain it...

I don't have any thermal paste to reapply the old heatsink with... i was going to go get some but this heatsink came preapplied so I didn't need it and the fans are totally different so i cant just switch the fan. one screws in, one clips.

Would it be okay to start it up with the other heatsink momentarily without thermal paste? Don't want to be risking my less than one day old cpu, haha.

I tried it before and it didn't work. It made the noise' frequency fluctuate.

Since turning my heatsink around, I'm actually pretty sure the sound has dwindled. I just put my finger on the fan, and I couldn't hear anything. I'll let you know how it gets on.
