Could be any fan in your system but you're sure it's the PSU one? If it's the PSU fan there is nothing you can do really except change the PSU or make sure the fan is not obstructed by anything and if it's not it's just a faulty fan.

PSU fans can usually be lubed, it's not that hard to do actually. It might give you another year or two:

It helps to know how to turn on a PSU without the computer attached, google 'PSU paper clip'.
