Weird Pixel-like Square Glitch

Recently I have been having this problem with a lot of the games that I play. For a fraction of a second weird squares appear on the screen, about once every 10 seconds. I have attached a video to show the glitch. https://youtu.be/0ZRUDmnxP40
This glitch stops if i set the framerate cap to 60, but this does not work for all games, and there is literally a game I am unable to play because of this glitch.

My PC Specs are an AMD Radeon R9 390X with an Intel 6700K CPU, and EVGA 550 watt power supply. I have a fairly new MSI motherboard.

Is that just the video that is so stuttery or are you actually getting like 15fps? Check your temps for throttling first..something doesn't seem right if you have a r9 390x and a 6700k and getting that bad of performance

Make and model of PSU?

I assume you have done an un-installation/clean installation of the video drivers?

It's EVGA, but I'm not sure what model it is. It is 550 watts.

How much RAM do you have? What are your GPU/CPU temps?

I saw the video. That fps would be near unplayable for me. I'm more concerned about the stuttering than I am about the boxes, which would be irritating for me if the game actually ran buttery smooth.

Once again, have you done an un-installation/clean installation of the video card drivers?
