Weird Problem On Start-ups.

Hello! I built a PC a few months Ago and now it has some weird start up problem. It had some crashes during the previous months but they were some power surges. So i thought that It wont be a problem in the PC but the Electric Socket. I then called an electrician to check it. He fixed it. Then a few days ago, the crashes started to happen again. I checked the PC inside out. No Cable Issues. Double-checked every cables. Still it crashes on start up. The crash is like - *Power button press* -> *Booting sequence initiated* -> *after a second, Shut Down* -> Same thing repeats again for like 4-5 times on each startup. I cannot see anything on My Monitor.It just restarts itself in a sec. Here is my System Configuration : Asus Maximus 6 Extreme MoBo, 2*8GB GSkill Ripjaws X, Asus GTX 780, Intel Core i7 4770K, Swiftech H220 water cooler, Samsung 840 Evo SSD, WD 1TB Caviar Black Enterprise Edition HDD, Season X850W Gold-Rated PSU. If Anyone can help me tell which component is causing the issue, I'd Be Grateful to them. Thanks
 
If you do not have video feed, it might be the graphics card. I suggest getting it on another station and check if it's working. But that shouldn't explain the shutdown. The shutdown might be caused by the CMOS battery, maybe it's been damaged somehow, don't ask me why, and the BIOS isn't solving able to verify the CheckSum.
I used to have problems with power surges, and one fried my GPU as well. :\
