Question Weird PSU clicking problem ?

So a friend of mine built a new PC and after plugging it in the power supply started making a clicking noise every few seconds. Not even trying to hit the power button or anything, literally it was just connected to the wall-socket and the PSU was doing this. His BIOS is out of date and needs updating for his CPU but surely that's not causing PSU clicking ?

Not sure what exactly this means but him just plugging his Power supply on his case fans start. Im not with the computer physically so im just going off what he's telling me about it.

The BIOS shouldn't cause the PSU clicking, more like the PSU your friend is using is horrible to the point it's just a bad unit or the wiring in your friend's crib is bad whereby it's causing the PSU to refuse to power up. Specs to your friends entire build?

RTX 3080 Founders Edition

Might be a protection you hear, so reconnect and make sure all is in well also at the psu side.
