weird PSU problems

So I'm building a gaming computer (parts list to follow), I get everything set up and I pop in an Ubuntu install flash drive. Go to install Ubuntu but it doesn't recognize my ssd (2.5" inside a 3.5" enclosure), so I power down the PC, pop it open to make sure the ssd is plugged in. It is so I take it out and make sure that it's in the enclosure properly, it is. I put it back in, thinking to test it, but when I power up my PC everything kicks on for about half a second then shuts back off. It then starts doing this every 5-7 seconds. Everything kicks on, stays on for a split second, then stops again. I blame the PSU. Its still under warranty so I get a refund from amazon and order another (same one). Literally exact thing happens with the new one, Ubuntu doesn't recognize the drive, I power down and pop it open to make sure the drive is in (this time thinking I'll use the SATA cable from the DVD drive since it is recognizing that for some reason), but viola - I power back up and the exact same thing happens. I am now incredibly frustrated. Do you guys know anything that could be the problem? I was wearing the wrist band and the PSU was powered off before I monkied with anything. The PC is plugged into a power strip...literally flabbergasted. Anyways, any help would be great. At this point I've built an 800dollar doorstop that occasionally flashes blue.
