Question Weird PSU sound when shutting down

Hello forum, i bought a new PC a couple of days ago and i noticed it does some weird noises. Some are from an old HDD that is dying and i know i should change it, but if we leave the HDD sound outside the equation then i think it's my PSU (new) that is doing this sound. I have a Corsair CX650M PSU and the noises it makes are listed below:
I believe that when it turns on, all is out of the woods, but i am not sure if that noise it makes when shutted down is normal, so i prefer to ask you just in case. Also, this noise always appears when i shut it down, it is not occasionally.

All I hear is a mechanical hard drive spinning down/up

Yes but when shutted down, there is a sound apart from the hard drive that comes from the PSU i think, which is weaker than the hard drive sound though (between second 1 and second 2). After that, the same sound transforms into some kind of "fade out" sort to say, and then it finally comes to an end. Maybe it is normal.
