Weird red spot on the side of my GPU

I have noticed a strange dot or mark on my graphics card. Should I be concerned? My uncle built this PC, so I don't know anything about PC building. The GPU is a gtx 1070.

Doesn't look like much. Try better background lighting and no flash.

Sorry my PC case is a bit dark and my flashlight broke. I'll try to run some games or benchmarks to see if problems arise.

Yeah. That looks like nothing really happened. Can you scratch it off?

From the way it looks, its just discoloration. Put it through Unigine, Furmark, and 3Dmark. If nothing happens you're in the clear.

That red spot/circle is from a picture or paint program.

I'm getting 55-65 fps in Mafia 3 (during the beginning part where you have to drive an armoured truck). Is that normal?

I have (according to my uncle who built my PC):
Intel i5 7600k @ stock speeds
2×8gb ddr4 ram
600-watt psu
240gb ssd
1tb hdd

It varies by system build. It seems alright. What's your resolution, and graphics settings?

1920×1080 high settings except for antialiasing (which is on low) and motion blur (which is off)

I'd say that is a pretty fair number to be honest.

There are occasional drops to 51 or 49 fps, but those are rare.
