I build a pc with an rx 5700xt on windows 10. It's my frst time on windows 10.
And since day 1 there was an weird resolution problem. Despise being at 1920*1080, the images are weird and pixelated/grainy.

Here is a screenshot of my background image (wich is the original one, untouched) :

For the record, all my drivers are up to date, and i am using a Dell 24-inch S2409W Widescreen monitor.

1900*1800? Is that a typo?
The monitor default resolution is 1920 x 1080 @ 32 bit color. Check your settings.

Ive come across this problem in the past, although I was getting blurry text as well. I found it was a conflict between windows and my Nvidia control panel trying to set the resolution. I'm not familiar with amd's control panel but to cure it I just went into Nvidia control panel resolution settings and changed the resolution to another then back to my monitors native resolution and the problem was solved. May not be the same in your case but worth a try.

the amd software can only do that with a custom resolution, wich i don't have

wich i didn't have, once i created one it was stuck to the native resolution of the screen so i couldn't change it (btw now i can't supress it, nice job amd :/)

any other suggestions ?
