Question Weird Ringing noise from GPU... Does anyone know how to stop it?

I have a i7-3770, and a 1660 ti super that i borrowed from a friend. I'm running Rise of the Tomb Raider's Benchmarks and i'm noticing not only that the GPU was running a little hot, theres this weird ringing like noise that i have no idea what is. I just got the MSI MAG a650bn power supply and the antec nx200m matx case for my upcoming build (5600x and 4060), so temporarily i moved things from my old case to my new one. This ringing happened on the old 550w psu i used before and its happening on the new one too, so its definitely not the psu.

before this test i just had the stock fan setup, 2 intake and one exhaust, and noticed the gpu was running hot, so i put into 2 exhaust on top ( since hot air rises ). I'm not entirely sure if that solved the thermal issue. I'd love any fan configuration ideas cause i don't want my thermals at the temps they are right now. Does anyone know why the GPU is making this ringing noise? Do i need to undervolt?

I've got a Video of it as well if anyone is wondering what exactly the noise sounds like.

You might want to roll up a sheet of A4 paper then hold one end to your ear while the other end is used to probe for the source of the sound. Since the noise seems to be coming from behind the GPU and from the general area where power delivery components are located on said GPU i.e, is akin to a buzzing/coil whine noise.

You can try to undervolt the GPU and see what happens but how old is the PSU in your build? If I were you, I'd have gone for a higher quality PSU instead of the a650bn. What was the make and model of the 550W unit and how old was it? Did it power the RTX4060 at any point?

I haven't gotten the 4060 yet, i just mentioned that i am planning to buy it, sorry for the confusion. I'll try your method of probing for the sound. The old psu is the Allied A550 PS, not sure exactly how old it is as i got it as a refurbished prebuilt from Kogan.com

As of now, i have tried undervolting, but that did not resolve the issue, it would still make the terrible noise under load. tested with a 1650 and it worked completely fine, no whine.

Fan sounds can vary quite a bit depending on the issue. My guess would be a GPU fan issue. Either bearings, an imbalance on the blades or grit contact in any moving parts.
Someone on a different platform said the same thing. Gpu fans are fine as i turned them to max and the whining was only muffled by the obnoxious volume of the gpu fans. I also made sure nothing is touching the fans while cabling.
