Weird rubberbanding on wifi but not through cheap Android phone

Hi all,

I have very bad rubberbanding on my university wifi in almost all games (I mostly play CS:GO however).

If I connect my computer directly to the wifi, I rubberband badly even though I typically have ping < 10 ms. However, if I connect a low end $90 android phone to the same wifi network and use USB tethering through that, I don't rubberband at all and ping is still very good.

Everything above has held true for two very different computers: a Windows desktop and a newer laptop.

I'm really perplexed as to why this might be. My only thought is that there might be some security standard that slows me down that the cheap phone doesn't support.

Anyone have any other ideas?

PC specs for anyone curious: a 7700HQ laptop with GTX 1060 and a 4790 desktop with GTX 950.
