So weirdly I had oc to 3.9ghz at 1.3375 v i don't know how but it worked and played arma 3 for a couple hours I switched to rainbow six siege and crashed after I got in a match for a few seconds. My big problem was after I increased core voltage my fps took a weird dip id like to know why and if it's better to just go back to a lighter oc

Solution
That's a bug you can get if you manually set the CPU voltage. CPU stays at 1.5 Ghz.
I don't know of a fix. Maybe your motherboard manufacturer does, in the form of a BIOS update/AGESA update.

Well I'm almost positive there isn't any thermal problems due to it staying around 66c on load

Define 'weird dip'. Did you run any benchmark? Did you measure average FPS?
Could it be voltage droop? Usually that results in a PC crash but games rarely require much from CPU.
My guess is you don't have a stable OC. Just seems that way in light loads, like games. Rainbow Six most likely is a bit heavier on the CPU.

Well I was simply trying to run my game and I sort of started just running it in a game mode with lots of enemies and noticed a big drop and I checked CPU z and for some reason it says the CPU is at 1.5 ghz even tho In the bios it says 3.9 it's confusing after each change in voltage I re ran the game mode

asus motherboards had the x22 multiplier bug after the 1203 bios update. had that also on my 1600x. windows shows 4ghz bios also but cpuz 2.2ghz. only a bios update helps here.

There's a bug with some of the boards...seems really random who ends up suffering with it, but it seems to plague those with the 350 chipset more, where if you touch the voltage or multiplier in the bios, it downclocks to 1.5ghz. There's no fix that I know of yet. I see people using P-states to overclock, getting around it that way....or try using AMD Ryzen Master, I've heard it's a viable workaround as well.
