Question Weird screen distortion

Ok so first of all I'm not sure if this is the correct place to post this because I don't know if this actually is related to the graphics card or not. So today I was playing csgo normally as always and then a lot of rainbow cubes appeared on my screen and it froze. I restarted my pc and there was all kinds of color distortion, rainbow effects and weird lines of color code text. I assumed my monitor died(it's a pretty old monitor). Later I connected my TV to my pc and it worked fine so I was sure the monitor broke. But after using my TV as my monitor for ~1hour I launched csgo again and within 2 minutes the exact same thing happened. Then I thought it has to be the graphics card. Than I connect my monitor again and boot the pc into safe mode to confirm it's the graphics card, but the rainbow effect was still there, except now it is not frozen and I could use my computer. Changing the resolution changes the rainbow effect so I am sure it's not the monitor. Safe mode doesn't fix it and the effect appears as soon as I boot the pc and on all output ports of the graphics card. Right now I have no idea what it could be or what to do. Any help is appreciated
 
Since you experience the same issue even in Safe Mode, which boots without all the drivers and other software... it does point to hardware.
The gpu is likely on it's way out the door.

Does your cpu have an Igpu so you can test without the gpu?
If not, is there another gpu you can test with, or another PC you can test the card in?
 
Sadly my cpu doesnt have integrated grapchis nor do I have another card to test, but I was planning on changing my entire computer soon anyways so it's not that big of a deal just thought there might be an easy fix because I wasn't sure what the problem was. The thing that confused me the most was after it happened on my monitor, I connected my TV and everything worked fine for a couple of hours until I launched csgo when it happened again. Appreciate your help.
