Question Weird screen tearing on new monitor

I've recently bought the monitor and there is a some type of screen tearing at the bottom part of my monitor. I don't know what is causing it. When using my old monitor there is no issue only in the new one.

old monitor- AOC M2060SWD
new monitor- HKC-MG24V9F

got another pc to test the new monitor just to rule out it is not a monitor issue?
