Weird snipping tool vanishing act

Hello, I seem to have a weird issue I was hoping someone could help me with.

If I manually open Explorer and go to C:\Windows\System32, I can find SnippingTool.exe just fine as seen in figure 1

However, if I try to find it through an open dialog box, it cannot be found. Says that it does not exist as seen in figure 2

I am trying to create a custom live tile for Snippingtool, but I cannot continue until this is solved. This is not the only instance of this happening. This also happens in Razer Synapse as well.

Any insight would be greatly appreciated.

Hi, so I checked and my system is set up like yours. SnippingTool.exe shows in Explorer, but not in a Open Dialog.

I tried changing the Explorer option of Hiding System files and it didn't make a difference.

I tried running the program as administrator and it didn't make a difference.

I tried copying the SnippingTool.exe to another folder and I could see the SnippingTool.exe in the open dialog, however, it did not run. This was a good start. (It showed up because of the different Security options on the folders, however we don't want to mess with this stuff).

So next I created an en-US folder (assuming you are using the US version of Windows) where I placed the...

I then went into my C:\Windows\System32\en-US\ folder and copied the SnippingTool.exe.mui to that new en-US folder. Then the SnippingTool.exe both showed up in the new folder where I copied the files, and it worked. You have to have that MUI file in the language folder (en-US for me) before it works.
