Weird start up glitch.

I've recently started getting this weird, random graphical glitches on my computer when I sometimes start it up, I get this weird black and white static flickering. When it's black, I can see and move my mouse. If I restart my computer it seems to start up fine. Some games I'm noticing poor frame rate issues. My card is a 980GTX so I really doubt it's the card being too weak and my GPU is a Corsair 750W which should be more than adequate for my machine. Has anyone experienced this before?

My GPU is barely a year old but I still think it's what's falling.

You can try reseating the GPU card too. Look for the bent pins. Eliminate the easiest and most obvious items before the most drastic! Can save you some money! Good luck!
Have you tried replacing the video cable? Try that first. Look for a bent pin on either end of the old one. Also make sure the cable is pulled too tight between monitor and GPU. If those don't resolve issue, try the on board video to rule out cable and monitor. That will narrow it down to the video card or glitchy driver. Try updating video driver.
