Hello,

I am having this weird stuttering issue all of a sudden in all games (even old ones). The fps does not drop and there is no bottleneck. CPU and GPU usage/temps are normal. Ram voltage is normal. Everything works fine until i start playing and move the mouse/camera stick. It is so weird.

I tried everything to fix the issue, nothing works:

Software:
  • Reinstalled drivers using ddu (tried old version, latest ones...)
  • Removed/reset gpu overclock.
  • Reduced latency with the help of latencymon. Cleaned bloatware...
  • Reinstalled windows 10. Added windows 7. Tried games in both systems. Problem is still there.
  • Max performance in power options.
  • Disabled CPU turbo.
  • Missed around with nvidia control panel (vsync, max perfomance...)
  • Turned vsync off in games.

Hardware:
  • Tried all ram slots, one by one. I also tried every ram stick.
  • Changed CPU. Replaced my i5 with my old i3. (reapplied thermal paste of course)
  • Reset bios and CMOS.
  • Changed GPU slot from x16 to x4.
  • Changed keyboard, unplugged speaker, cleared all usb ports...
  • Tried another monitor. ( i also tried hdmi cable since i use dvi)
  • I even tried vga cable using integrated intel graphics and managed to run dark souls on very low settings but the problem is still there.

I might have missed some other thing i did. But as you can see, i literally tried everything. I never had this problem before, ever.

My specs are:
  • CMT 8300 convertible minitower
  • i5 3470
  • Zotac GTX 1650 LP
  • 16gb ram DDR3 (1600mhz)

Now before anyone starts to tell me go buy a new rig, i used to play with this one with no issues 60fps low/med-high.

I would appreciate your help and insight. Thank you.

1st step, setup computer to clean boot:

https://support.microsoft.com/en-us/help/929135/how-to-perform-a-clean-boot-in-windows

If issue not there, something you removed (you can add back programs one at a time to see, lots of variables and potential causes here))

If issue still there, base software or hardware issue.

Eliminating some variables, then checking back, would be helpful.

Some hardware considerations (not inclusive):
Problems with power delivery (PSU, heat damage, fan failures/overheating, etc) causing frequency shifts from power delivery or throttling r/t heat. Clean out dust, make sure all cooling still working.
Overclocking damage with associated migration.
With so much windows telemetry, dying hard drive that can't keep up with all the writes, or LAN issues. (please note, if lots of LAN activity, remember, the internet is being choked with traffic r/t people staying at home during pandemic, and those connections sent everywhere in the world that normally might not be a problem are now an issue)

LOTS of potential software issues as well, hence clean booting to eliminate variables.

All troubleshooting should be done at stock clocks.

First off, thank you for your reply.
I tried clean boot and tested the games and as i expected, that didn't solve it. I also cleaned my pc again and rebooted and nothing seems to change.

Regarding Lan/connection, i am testing offline only games so that doesn't seem to be the issue.

Windows 10 does have a large amount of writes going on in the background, some of which will try to use the internet.

Check your HD SMART data to make sure a slowly dying HD isn't causing those writes to be slow.

If reinstalling your OS, backup your files and format the OS drive to clear the MFT entries before reinstall.. A growing MFT can get quite large over time.

Disable all cloud saves.

Disable overlays.

Disable background video recording in windows and GeForce.

When installing the video driver, install ONLY the graphic driver, not GeForce Experience or anything else not needed.

Use NVidia Profile Inspector ( 3rd party software) to set a hard limit on frames drawn, typically your monitor refresh rate. This may help frame pacing if not using all the resources of the card to draw frames that are never used.

Setup a program to automatically clear the intelligent standby list.

Make sure you are running games in true fullscreen, not borderless windowed or windowed.

Though frowned on by some windows experts, I typically disable alot of these programs and some other background tasks. Some of them are absolute pigs on resources. A program such as W10Privacy may be of help there. Backup your settings if going that route.

Search indexing is one such pig. Disabling the search indexing may be of help also.

Dear User,

Hi, I use to have this problem as well. It will not be completely fixed, but you might get a boost. My opinion is to buy a new graphics card. I remember, in Fortnite Season 1, my FPS use to be a stable 60 because they game didn't have much. As it went on, in Season 10, my FPS was 45 because of all the updates, and the game took up 28GB.

But, lemme give you some solutions on how to fix your FPS:

1. Use a cleaner such as Avast Cleanup or Razer Game Booster. This will remove unnecessary files and optimize your gameplay by shutting background apps.

2. Go into settings, turn off notifications and focus assist. Use ultimate performance power plan on your battery. Turn off tablet mode and multi-tasking. Disable the options in start and taskbar. Uninstall any unnecessary apps and turn of Xbox game bar and recording. Keep your windows up to date.

3. Go into file explorer, right click this PC, tap properties, go onto advanced system on the left. You will see performance, tap on the settings, and select adjust for best performance. Click apply and okay.

4. Go back onto performance and settings. Click on advanced on the top. Make sure the adjust for best performance is on programs. Under that, you will see Virtual Memory, tap on change. Untick the box on top, and on initial size and maximum size, put the number 32768. This will increase your virtual memory to 32GB, making it easy for the system to run multiple applications at once. After that, restart your system to make the change.

5. Go to YouTube, and search how to increase VRAM. Increase your VRAM gives an FPS boost and makes your system dedicate more RAM to your GPU.

6. Download QuickCPU by CoderBag. Go into Advanced CPU settings, speed shift, and make your minimum and maximum performance the maximum amount of GHz your CPU can handle. Click apply to save the changes. (NOTE: Any time you restart your system, your GHz will go back to normal. So do this even after you restart your PC.)

7. Go into msconfig, tap on the boot option, advanced options, untick the box and select the maximum amount of processors your CPU has.

I hope these methods fix your FPS drop whilst moving. If they don't, please contact me back so I can give you other methods. Thank you, and stay safe!

I reinstalled windows 10 and scanned my hdd for errors, nothing came up. I also disabled background apps, used nvidia inspector to set maximum pre-rendered frames to 1. I also tried win 7 before, since it's light on background apps and such. As for nvidia drivers, i always install them without geforce experience and physx.

I would also like to mention that i even tried my integrated gpu (intel HD) and the problem is still there. So i don't think it's a problem with the gpu.

Hello and thank you for your reply.

First of all and it's my bad actually that i did not emphasize on it. I am not experiencing FPS DROPS. My framerates are stable at 60fps, but when i move around, the stuttering happens AT 60 FPS. It's more like a juddering, annoying visual problem that makes games totally unplayable.

That being said, i have tried all of your suggestions, one by one. Unfortunately none of them seem to fix the problem.

As i told the user Cherry Blossoms, i think it is more of a hardware issue than it is software. I also have to remind you that i changed both cpu and gpu (tried an old i3 and i5 integrated intel gpu) and the problem persists. I also unplugged my DVDRW (if it was a power supply problem), nothing seem to fix it so far.

Is it when you move your mouse? I have had issues like that before.

None of these things really do much for games and many are actually a bad idea such as using automated cleanup utities.

  1. Bad idea, automated utilities can cause more issues than they fix
  2. Looks like it's for laptops only
  3. That is OK to do
  4. Not really needed, system runs fine on automatic memory settings
  5. Will not do anything for a system with a dedicated video card, that is only for onboard graphics in systems that allow changing the settings
  6. Is not needed, you do not want the CPU running at full speed all the time
  7. Is only done if there is an issue with the system seeing the correct amount of cores the CPU has, otherwise don't touch it.
I don't suggest doing any of this, it won't fix the issue.
