Question Weird stutters

I get these weird stutters that freeze my entire computer, I could be in a game like Arma or MHW and my entire PC would freeze, sometimes I can Alt+Tab out but all I can do is move.my.mouse and not interact with any program that's already open. I tried opening task manager from the task bar and the text would stay after it opened and I can't even do anything with it after, and when I move icons around on the task bar then they mash up with eachother and become a globby pixel mess. I haven't tampered with anything since I got the computer and the only things I have installed are Steam, Discord, Spotify, things like that! So I'm confused if its just a bad drivers or a bad windows installation. I did a few things like sfc /SCANNOW and it said there was nothing bad there, so honestly I dont know what to do, I also restarted my PC which obviously didn't work, and I even tried resetting since I barely had anything on it.
