[SOLVED] Weird system boot

This has been going on ever since I got my new computer parts. Essentially the computer will start, after a second or two it will shut off then it will boot again and take me to my windows login. The PSU is new and the motherboard was refurbrished by the manufacturer.

PSU: Cosair CX750M
CPU: i9-9900k
GPU: GTX 1080 Ti
MB: Asus Rog Maximus XI Hero [wi-fi]
32Gb ddr4 Vengeance @3200Mhz

Usually this is due to a setting in the BIOS that is causing a problem.

Try removing your CMOS battery, shorting the CLR CMOS jumper, waiting 1 minute then put the battery back in and boot your PC.

I'm not sure as I cant remember but I disabled an option in the BIOS that would disable the the motherboard lights staying on at all times, think it the motherboard receiving a small but constant amount of power for remote control startup.
