[SOLVED] Weird system freezes while under no GPU load

I started noticing this after I updated my gaming rig, now I have:
Ryzen 5 5600x
MSI GTX 980
Gigabyte Aorus Elite A520
16GB Kingston fury DDR4

So basically whenever the system isn't under any load, it's freezing left and right, I can't move my mouse (lags a lot) and everything feels slow. As soon as I put any load on it (sometimes opening web browser is enough), everything runs fine as it should. I tried reinstalling nvidia drivers and running without them but no help. This is weird because I have used same GPU with same drivers in old rig with an old i5 cpu and everything was fine. Is this GPU issue at all?

since it work on usb 3.0 i would recheck internal connector from case to board on usb 2.0 and made sure you see it active in bios .
