that is an internal USB hub
just like a standard USB hub except the power is from the PSU - the black plug in the white port- and the headers are different, it does have a standard USB port available inside for things like fans, lights, pumps that need USB power, this save you from running the cable through the case, you have one inside now.

for an OEMs its a cheap easy way to add USB ports to a system.

some newer units like the one pictured has 2 standard ports and three double port headers for 8 total possible USB ports from the two that connect near the power- white port again.

they are not system...

So theoretically I can put a Bluetooth and Wi-Fi USB in it and it will work?
