Weird thing with LEDs

I have a weird thing going on with my led fans(that are connected to mobo), not a real problem as after boot it runs fine.
When I press power button the led fans light up at full brightness, then dim very little then turn off for a split second and then go full power.

Sequence is like this:
Press switch>Fan lights up and spins>Dims a little>Post Beep>Turns off for split second> Turns back on and pc boots into system.
Is this the way it works or is this a problem? Not a deal breaker though as long as they spin, Led or no led.
Btw in Smart Fan 5 all.fans are cranked up to maximum and fan fail warning is turned on.

I don't think motherboard is shorted as everything works after post.

from what i could see the act similar to my keyboard and mouse when i power system so there is nothing you could do keep them this way since they only use 1 power cable for fan and led .

So this is normal? A guu said that this might be related to memory but memtest gave no errors. I might check my mains voltage because that maybe causing issue.

you could use occt it wil read psu voltages .
