Question Weird translucent rectangle on my monitor

Title explains the problem. It looks like a program that had trouble closing, and draws on top of other apps and games. Doesn't go away on restart, and even appears on the boot screen. Rebooting in safe mode doesn't work either. The only solution I can think of is manually figuring out which program is causing it in Task Manager, but I don't want to end the wrong task and screw something up.

If I had a way to attach a screenshot I would, but I can't without a link for some reason. In trying to get a picture, however, I found out that it is not picked up on Snip & Sketch. Not sure what that means but I know it's probably important.
 
If it's not picked up by simply hitting Prt Scr or using the snipping tool, then it's probably a physical problem, e.g. a hardware problem. The fact that it shows up on boot screen (before Windows loads) points to the same thing.

You can try ruling things out by first testing a different video cable. If that doesn't solve your problem, try hooking up a different monitor altogether too see if the problem persists. Take things from there if it does persist.

Unplugged my main monitor, the Dell S2552HG, and used my second monitor, the ASUS VG24V, and the rectangle has disappeared. It's definitely an issue with the monitor, but I want to find any fixes I can without having to replace it.

EDIT: The rectangle persists even with a new HDMI Cable, as well as making it the second monitor. I think it's a problem with the monitor itself and will try factory resetting.
