Weird Video Stutters on Second Display

I was using a dual monitor set-up to test streaming games with my new GTX 1070 and it seems that the OBS preview stutters when in my second display. I also noticed that the Twitch VOD stuttered but when I moved it to my main monitor it was fine. Is this because my second monitor (TV) is running at 60Hz while my main is 144hz? The TV is also using HDMI and is running at 1080p when it's a 720p display. As well, I noticed slight stutters on my main monitor, then when I unplugged the HDMI, everything was back to normal.

Any suggestions? Maybe I should get a better second display?

1) Mixing refresh rate is problematic. For proof, set the main monitor to 60Hz and see if the issue goes away.

Unplugging HDMI proves this mostly too since now you have one monitor so the refresh rate isn't an issue.

There MAY or may not be fixes now on the desktop but I'm not aware of any. Also, the HDTV and desktop monitor use different protocols sending video so even if 144Hz + 60Hz works for two monitors, it may not work if one is an HDTV.

2) TV resolution isn't an issue. It sounds like a 1366x768 native display with you choosing a 1080i or 1080p input (which it then scales to fit)

I have a 144Hz primary and a 60Hz second monitor and saw with google chrome and youtube I have to have "used hardware acceleration" off or I get stutter on the 60Hz monitor.
