Weird vram problem !!!

so a friend of mine has a 2GB Video card but he told me that he could only use 1.9 of his Vram is that normal ?

Not all video cards are made to use their full contiguous address space at the same time. For example, the Nvidia GTX 970 has its VRAM segregated into two major blocks: 0.5 GB (low-speed) and 3.5 GB (high-speed).
