Weird whining sound from PC [SOLVED]

Hi. I was using google to search the information about the possible problem but couldnt find nothing. So basically when i turn my PC off but let the monitor be on its own the PC itself starts making weird whine ( 2 different sounds - reminds the cop siren but slowed down a lot ) at the same tempo or times when monitors light is turning off/on ( LG ). On daytimes i cant hear it but at the night i do. The whole system runs very well and i cant see any problems happening while using - just the sound. When i disconnect the plug from the wall and start the machine so it would run out of the steam the whine will “play” for another 10-15 seconds and then it would speed up, up, up and quiet.

So do i face a problem here or its normal?

Edit: i saw now one post about same kind of problem but i cant tell my PSU have had a hit.. And can this “problem” be critical to other components if its still related to the PSU or i can continue my path?
 
Hi.

The main thing is to check where the whining is coming from. In my case it was more surring.

Did you try to exchange some components?

Which components do you use?
