Question Weird white lines on startup and PC boots in safe mode.

Hello, there is a weird issue that happened to my mothers PC. On startup there are white lines on screen and the PC boots in safe mode. Video of the problem:

First I thought that the issue was with a dead GPU and removed it from the pc and plugged the HDMI cable in the IGPU slot on the motherboard, but the issue is exactly the same(Video vas filmed without GPU installed)

Pc specs:
Windows 10 pro
Intel i5-4440
GTX 1050ti(Removed for troubleshooting)
8gb ram
1tb hdd

While you're able to get into the OS GUI, check and see what your OS version(not edition) is at the time of writing. On that note, use CPU-Z to show you what the make and model of your motherboard is, as well as the BIOS version for said motherboard. You will need to open up the side panel to the case and see what the advertised make and model of the PSU is. Also, how old is the PSU in the build?

Mind sharing a screenshot of what your partitions look like in Disk Manager? I suspect that you have a corrupt OS but before we get to that it's best we look at other things.
