Weird white lines when gaming

I'm getting these weird white/colored lines when gaming.. They came out of no where.. Is this due to my video card? this just started happening .. heres a link to a picture of it.

I'd say most likely a driver bug if its a new issue. Doesn't look like any sort of gpu fault I have seen before.

ok so i rolled back the driver and im still having the issue .. Could this be hardware related ?
