Weird WIFI problem? Help! :)

Hey guys! I have a wifi problem that i find weird. Has anyone experienced this?

Problem occured out of nowhere.

In my house there is:
2 stationary pcs on LAN connection- Works fine as usual
Laptop 1: LAN and wifi - Both works as usual
Laptop 2: Lan works fine as usual - WIFI is FUCKED <- Problem

Symptoms:
Extremely slow loading of everything online - skype and steam also has problems so its not the browser.
Browser saying things like "connection timed out" and "dns probe finished no internet"

What ive already done:
- I took a speedtest, and upload seems kinda normal 4 mb/s but Download is 0.3 mb/s (around 10 times lower than normal)
- i cleansed pc for adware with 3 different softwares
- i reset netsh and flushdns, and restarted pc
- i changed DNS server to google DNS, openDNS, and back to my isp dns. And reset router.

Nothing worked. I wanted to boot in safe mode and try that, but theres no bootmenu on startup, - looked for it in bios but gave up.
Laptop model: Clevo W150ER - everything else seems to work fine.

Hope you have suggestions guys!

Thanks for the answer Tolik, ive already tried that.
The problem seems to have disappeared overnight. Ill probably never find out what it was.

Since i didnt change anything on the laptop my guess is that it was something with the router (even though my ipconfig/all looked similar to the others) or with the ISP...but i dont know.
I really hope it doesnt occur again.
