Weirdest PC issue

i've been having problems with my pc well thats a issue for another thread but i was troubleshooting this issue and i was gonna record it (the issue is extreme frame drops) well while recording with fraps the weirdest thing happens when recording the game all the problems went away as in my game wouldn't dare to drop a frame. does anyone know why this happens? also does anyone what this could signify as in bad/slow hardware or software?

whats your specs?...
is the fps limiter enabled in fraps?.
what games is it happening in?

i5 2500
gtx 1050
6gb ram

the limiter is 60 fps i get the frame drops in every game from portal to borderlands and fraps fixes portal starbound borderlands 2 gta 5 and black ops 3 but as soon as the 30 seconds is reached the frames will dip and start jumping down to 0 like normal

sounds like you have a bottleneck.
check your cpu usage.
remove any background tasks you dont need.
enable vsnc in the nvidia control panel to override application settings.
